He's always nervous. And has been caught lying about it:

Notice at the end of the video the body language, particularly the hands movement while he condemns "conspiracy theories" as "malicious lies that attempt to shift the blame away from the terrorists, themselves, away from the guilty". He points to himself, for heavens sake.
