Visas for travel to the US were issued in the Jeddah office, for decades, to unqualified thugs and questionable characters whose visas were denied, but then expedited by the CIA and NSA agents in the office. When asked why, originally it was said we needed to train people to fight the Russians in Afghanistan, later, it was hinted that we needed to turn out some informants and double-agents.

All of the famous 15 had visas from that office, issued by an employee named Shayna Steinger.
