There is no upside whatsoever for foreign companies to come here, invest, or establish new businesses. They will be at the whim of Trump's mood swings. One day, they will be asked to invest billions, another day they will have to beg for their employees who were swept by ICE, another day they will need to cough up millions to pay sudden new visa fees, etc..
Existing foreign companies can try and lay low, but I do not see why others would want to choose this time to set foot in the US.
