Per the video, can the FSB really be taking over while Putin conducts the war against Ukraine?

These reports raise questions: can the two ongoing events be happening in parallel? how can both reports be true?

Somehow I'm suspecting negative news being fed to Western platforms to distract it, and/or make it grow complacent about the Ukraine war and the internal economic/political state of Russia
