People like this are monsters, utterly devoid of any redeeming qualities whatsoever, whether they're ICE, FSB, or any other homicidal secret police force. The are hired specifically for their complete lack of humanity, for their psychopathy. And you cannot rehabilitate a psychopath. You can either contain them for life, or save a few bucks with an alternative solution.
The Sun may shine again one day; I just hope I'm around to see it, though I'm not gonna hold my breath. The monsters appear to outnumber the decent people by a considerable margin.
