I suspect that had they announced it before the Canadian election, they might have hurt Trudeau.

It was interesting that the NYT mention that the higher costs meant more might stay in the ground - something assumed away in the first SD study.

The WP in their story said Obama and Kerry decided against the pipeline 2 years ago. I wonder if the 2014 elections then the Canadian one caused the delay.
