I think this has an oil angle too.

Curiously Guyana used to be on our phone system and until 1996 or 97 their internstional code was 1 and part of The USA's phone network. But it was abused by some fraudster guy and they got kicked out. It was also to expand the numbers availible for the USVI and maybe Puerto Rico. Those all shared an area code until the mid 1990s.
