If those 40 Democrats hold, Boehner/Ryan just need 38 Republicans to change vote to yes.

40 Democrats plus 178 Republicans is 218 and TAA passes. TPA passed in the blink of an eye. Maybe they got the hard worrisome deal done, and have TAA up their sleeve.

The White House is calling it a "procedural snafu."

Everything President Obama gets done is ungodly real difficult.
