which means, someone has your login ID and password, but that still needs to be verified with the code. So Apple is dialing the number on record.

Did you run this past Apple? Did you set up two-factor authorization? Maybe Apple's software has been penetrated and is dialing customers with verification codes unprompted. Early in PayPal's life, I got bogus emails from within the PayPal messaging system. They never traced it, they never commented, just the usual bull. It eventually stopped.

It could also be Apple has nothing to do with it. Just someone has your phone number and you're on a dialing list for Apple codes.
