2. Some parts of gear are still functional even when you switch them off.

That's why people say to yank the cord or hit the switch on the power strip when you aren't using them. (to save energy!)
Those parts can get hosed, too, and need a restart by recycling the AC power.

Happened to us on a refrigerator "with no reset button"
