1. It's not Windows 10

I have 5 or 6 machines running Windows 10. That's not normal Windows 10 behavior.

After scanning for malware and backing up any important files and pics, I'd do a reset.

If that doesn't help, I'd investigate the hardware. It's also possible that the programs you've installed are not compatible.
