the state has no way of knowing whether the person actually received the post card since they are sent by normal mail with no signature required evidencing proof of delivery. I know because I got bounced once and had never received a card. The state said it would be "too expensive". So if they hassle several thousand people out of their right to vote it's no big deal to them.
