I don't know if there was a tornado in Eau Claire last week, but this video certainly doesn't show it. It's pieced together from bits and bobs stolen from other peoples' videos.

The flying bouncy house segment happened in Hillsboro, Alabama last year:

An image search on other parts of the video turns up lots of old videos. With some, there are so many copies, it's hard to find the original, but most are far more than a week old, which is what the OP video purports to be.
