3. The good and the bad.

The good: People in Virginia who get work will make adequate wages.

The bad: There are states in the country that have a minimum wage that is substantially lower. That means businesses could leave Virginia and go to the lower wage states. Then some workers have to leave Virginia and move to those states. Hence you have a situation where the workers continue to lose.

The minimum wage needs to be raised and set at the federal level, and it needs to be mandatory.

There are three states that don't even have a minimum wage.
