2. One of the problems with that bridge for trucks

is there are points of no return LOOONNNNNGGGGG before one gets to the bridge. Coming from the west there is no place to turn or turn around for four or five city blocks. Same coming from the north. Coming from the east unless you make the left at the to JPA at the light there is no where to go. There is no south it's a 'T' intersection

That intersection is very busy and very crowded. No way even a 14 foot box truck could turn around unless traffic is stopped and the parking places on the sides of the road are cleared.

The city of Charlottesville needs to do much more than set up an alarm system 50' from the bridge. That's way too late.
