1. This isn't a big deal. Headline doesn't quite match the content.

Voter comes in: "Have you moved?"
"Yes"
"Within the county?"
"Yes"
"Can you update a statement of residency?"
Voter fills out form and obtains a ballot for the old precinct.

The new address become effective in 30 days. A new voter registration card is sent to the voter's new address.

Maybe this has to do with the 30 day thing.

Maybe the SOS felt changing ballots on election day would be a logistical nightmare. Often county election officials will hear about a new law and go, "Whoa, how are we going to do that?" and reality sets in.

Maybe there was concern that people would lie about the new address in order to vote in a particular race or maybe there is no way they can verify the new address within six days. (The last day that anything can be cured)

I don't mind the 30 day thing because voters still get to vote.
