Home Rule Charter, I think that applies to Philly. State Constitution 1968, protected state Supreme Court judges last night. These were reforms that led to stability. I have no idea the background of any of it, not that interested just an observation.

Maybe it was the legacy of Depression-era Governor Pinchot, who established the Liquor Control Board to raise revenue some of which was used for unemployment relief.
