4. There really DOES need to be legislation controlling headlights nationwide

I know that my eyes are getting older, but headlights are getting brighter FASTER than my eyes are getting older. And the laws concerning 'headlight brightness' are all over the place. DOT needs to identify HOW many fatalities occur due to high glare from oncoming traffic, start regulating.
