One way he could have had his vote counted is this way:

Eliezer Kadoch showed up at a local polling place. The computer registration didn't find his name.

According to NJ election law, no voter is turned away.

So he was given a provisional ballot and it was accepted.

Somehow his provisional ballot was counted by county officials after the polls closed.

And of course, he could have registered to vote unlawfully at his county board of elections, but I doubt it. They're very stringent and ask for proof of identity and residency. He wouldn't have those documents.
