The motorcyclist was doing 87 in a 40. NJ has very punitive licence suspensions that were historically hard to fully restore. Upto 1/4 of them all are suspended and include a gotcha where clearing all the financial requirements including paying to "lift" the suspension doesnt do it, there was a seperate unmentioned requirement to also pay to restore the "driving priledges". Reforms were implemented to narrow suspensions to driving offences and seperately they made speeding require a court appearance as even low points can create 3 years of insurance surcharges, even for out of state drivers. Just for perspective on how a poor family might try a move like this to avoid incarreration and retain employment.
