Anyone can get an absentee ballot mailed to his/her house. Go to this site, download the absentee ballot application form for your county, mail it (or bring it by hand) to the clerk's address listed in the application. In about a week or two you will get the ballot and you can fill it out according to the instructions (be careful to make sure you fill everything out correctly and sign the outside affidavit that's part of the envelope - don't rip it off).
