5. Frey proposed raising property taxes by 7.8%, which I read yields an effective rate of 12%

It was a point of discussion during the debates. Fateh said the money should be raised through a wealth tax because of the regressive nature of property taxes.

The city implements levies which go on top of the county's tax assessment. Frey's proposed a levy increase of 13%, but his staff got it down to 7.8%.

I can't find a reference to the 12% yielded rate. I know I read it somewhere, but since I can't find it now, I may be mistaken.
