I also don't understand the need to send teachers to a few state-run facilities when about 200 of the state's cities and towns, plus virtually every state police office in the state can conduct fingerprinting.

Yes, there would be a cost, in terms of staff time and materials, and sending the prints through AFIS, but can't the state be made to pay for this?
