Some counties in Iowa are pretty thin in population.
Also remember that Ernst herself will be attending none of these. These will be run by the staffers in her Iowa offices.
Based on what I have seen, her staffers suck and probably do not give an accurate report of what takes place.

But it is something. This usually takes place every quarter.

If you are an Iowan, I hope you can attend one near you.
