He made a promise to vote for Cruz in the 1st round and if Cruz did not come up with the delegates needed to win, voting over? No need to vote for Trump.

If There was no winner then he was free to vote for whoever he wanted in the 2nd round. So he was never going to be forced to vote for Trump. Unless he was selected as a Trump delegate, then his promise would have been to vote for Trump, to begin with.
