As a sailor I have to say barges are slow to stop and hard to maneuver. We heard a barge call on the radio yesterday. He announced his intentions, gave a time of arrival and specifically told fishing vessels to follow the law and remove their vessel from his path to avoid disaster. I’m not sure why the instructor didn’t see the danger. I’m sure she will forever ask herself the same thing.
