Private property owner (read "business owner" ) whose property is damaged or use is impaired by homeless people can apply to the state for financial reimbursement of costs and losses, and any amount paid by the state would be deducted from state financial distributions, aid, or payments to the municipality responsible for enforcing homelessness laws.

Cities and towns hate it; chambers of commerce love it and are pushing for "yes" votes on it.
