safeguards that all programmers put in place, to test their new AI software thoroughly, before putting in place in the real world.

Be kind of irresponsible to put in untested software. Any reputable IT person (me w/ over 50 years of IT experience, even touching briefly on developing an intelligent software to self-implement new code when it realize it needed it (via new code written at the time). Back then, the software was not as robust, the space/dasd wasn't really available (dasd, storage space for computer programs to run in, save results in, etc.)
