A Criminal Global Entity that makes "Pay Day" loans to emerging 3rd World Countries collaterolized by that countries Natural Resources, and demands for Austerity and Privatizing of Commons.

Its EASY now that they got rid of Gaddafi to find corrupt leaders of African countries that will RUN once they get their check from the IMF, leaving the country in hock for their Water, Oil, and Crops.
