3. I still don't understand why it isn't owned by the tax payer.

Gifts to the president are considered property of the American people. Ask Hilary and Bill. Someone bought them some furniture for the residence. They took it when they left. But they were told they had to return it because it belonged to the American people.

This tramples the emoluments clause.

This even defies the framework of civil law.

At the very least - shouldn't he have to reimburse the billion $?
