1. Any mature, responsible conscientious person; particularly those in power should watch their language so as not to enflame violence.

2. You can't go so far with point 1. that it prevents you from calling a wolf a wolf even if the people don't always believe you when you do sound the alarm.

There are clear definitions or guideposts of what fascism is and chief among them is eliminating freedom of speech.
