It started with in 1996 with the founding of Fox New.

In print media it started with the LA Times which "In 1999, ... broke the firewall between the paper's editorial and advertising departments."

Like all other right wing "we have to be richer and more powerful all the time" changes it has been a gradual but insidious slide into propaganda.
