3. Budget cuts

I suspect this is worse than it looks, as least as far as the debt is concerned.

The bill directs committees to make the cuts. If they don't, and they won't, then the effect on the debt will be 5 or 6 trillion
I would appreciate someone letting me know if I am wrong. I am sure not a budget expert
