29. It's a question of timing. As stated in the language from the relevant statute:

"Before the appointment of any individual to fill a vacancy on the Commission, the Majority Leader of the Senate, the Speaker of the House of Representatives, the Minority Leader of the Senate, and the Minority Leader of the House of Representatives shall each submit to the President a candidate recommendation with respect to each vacancy on the Commission affiliated with the political party of the Member of Congress involved."

He has to get recommendations from the leaders of the House and Senate from both parties. There is no timetable set and the Democratic leaders can slow walk the process. Moreover, the Senate is in session for only 20 days between now the middle of September and then only for another 14 days before they break in early October and remain out until after the election. That doesn't leave a lot of time and they have other priorities.
