I suspect the latter. When someone says a thing is in the Constitution, he has no idea what that means. Because he's never read it, and wouldn't understand it if he tried. He'd have to have someone translate it into fourth grade level Engllish, and then he wouldn't read it anyway because he'd get bored after a couple of sentences.
