I thought he was wheeling it out of there during his first term just because he's the real life Auric Goldfinger.
The only thing that would prevent him is he'd need someone to do the grunt work and they could rat him out. Of course a few pounds of gold would keep them quiet because they'd be guilty of abetting. That's how a gangster would do it.
