Yesterday

Presidents since the law was passed have maintained that the law was unconstitutional.

Not because congress can't give the president this unfettered power for 60 days... but because congress can't limit the president for 60 days.

With the current court - the most likely outcome would be that the president is the commander in chief and can use the military without a declaration of war.
