We always laughed about whether these were the "undisclosed locations" that Darth Cheney fled to time and time again.
Many of us remember Shrub flying around on AF1 for hours on 9/11 before finally landing and disembarking. They were ready to fly him for a long time, including, IIRC, having a refueling jet nearby (or at least on standby) .
Plus on 9/11 (and after), the CAPs were continually flying a loop between D.C. and NYC, where they were going past Philly on the way (we could see them do their fly-bys).
The shelters back in the '50s/'60s were based on what would be a single warhead nuke like what we dropped during WW2. Nowadays you have stuff like a single Minuteman III (fitted with a single warhead) being the equivalent of 20 Hiroshima bombs.
