I think there is other corroborating evidence that he did NOT authorize that kind of expenditure. I recall seeing stuff reported from apparent "leaks"... although what "authority" he has to micromanage those budgets is suspect given there are apparently few guardrails (and little or no OIG oversight) to rein it in.
