1. The Fed is about to make a court decide if they will enforce it or not

I think this is where it is going. The investigation is not legitimate and I think Powell will take it to a court to prove it. This is no different than the other case where Trump tried to fire the woman and the Fed said "it has no force of law" and refused to acknowledge the order unless or until a court said they had to. The same reasoning will be used here - if DOJ can just open an investigation into the Chairman or Fed Governor based upon obvious nonsense, then it removes the independence of the Fed.
