That's been explained a bunch of times.

We Americans divide the US Navy up into fleets, each with a jurisdiction. The Gulf of Arabia (better than "Persian Gul", IMO) is not that adjacent to the Gul of Mexico. One fleet is clustered in one gulf, other fleets are not in that same gulf.
