We cannot just train people in engineering or being computer scientist or on robotics or industrial control systems.
One, they have to have an interest and
Two, they have to have the aptitude to do that type of work
Lastly, in most cases they will need an actual college education and hands-on training and experience to be proficient at it. Especially to the level we need to be a viable replacement for foreign worker that already has all that.

In other words that will take years of effort to educate and train people. Its not something done in the next couple months.
