Then if they are still ordered to fully fund SNAP then they are going to administratively drag their feet and claim "processing" is taking longer because of lack of personnel, needed review of what has already been done etc. I really don't see them just giving in and throwing up administrative delay is a classic government response when they don't want to do something.
