Any coin produced by any US Mint, since the first Cent was produced at Philadelphia in 1793, is technically legal tender (exceptions are coins produced for foreign entities, such as the Philippine and Panama issues). Most modern commemorative coins do not circulate because their issue price or precious metal price is far above their face value. For example, the gold San Francisco Old Mint coin of 2006 has a face value of $5, but the gold in it is worth around $900. But the 4 half dollar coins I mentioned actually circulated at one time.
