These "plans" are performative bullshit to give the appearance of compliance. It will remain in the planning stages until 2028. And the "applications" will be misused, if anyone is foolish enough to even submit one.

If you meet all the requirements, and still haven't applied for DACA, you've missed the train, sorry. Maybe in 2029. Maybe.
