Senator Adam Schiff’s newly released report, PROPAGANDA, reveals a disturbing pattern of federal contracts used to finance massive political banners glorifying President Donald Trump. A review of contracting databases uncovered that, over just four months, three major federal agencies — the Departments of Agriculture, Labor, and Health and Human Services (HHS) — have spent taxpayer dollars on banners that serve no public purpose other than self-promotion and political messaging. ... The contracts, costing at least $50,000 so far, include enormous Trump portraits and campaign-style slogans. One of the most recent solicitations calls for 88-foot banners at HHS headquarters, emblazoned with Secretary Robert F. Kennedy Jr.’s slogan “Make America Healthy Again.” These banners were explicitly designed to last the duration of Trump’s term, until January 2029.

Congress has prohibited the use of taxpayer funds for propaganda since 1951, reaffirming the principle that public money cannot be spent on self-aggrandizement or partisan political purposes. Current law — carried forward in recent appropriations bills — explicitly bans such expenditures. ... Despite these longstanding restrictions, Schiff’s report highlights that the Trump Administration has chosen to disregard the law. The banners provide no legitimate informational value about federal agencies or their missions. Instead, they elevate the President’s image and campaign slogans — falling squarely into the category of unlawful propaganda.

* Department of Agriculture (May 2025):
Hoisted banners of Trump and Abraham Lincoln, costing $16,400. A third banner — depicting Trump with Secretary Brooke Rollins — remains unaccounted for. Political appointees were directly involved in approving the design and installation.
* Department of Labor (August 2025):
Unveiled a three-story banner of Trump’s shadowed face next to Theodore Roosevelt, paired with the phrase “American Workers First.” Though officials claimed a modest $6,000 price tag, contracting records are murky, raising questions about whether procurement laws were followed.
* Department of Health and Human Services (August 2025):
Awarded a $33,726 contract to a Texas firm for two 88-foot banners featuring the “Make America Healthy Again” slogan. Specifications required a four-year lifespan, strongly suggesting they were intended as political tributes lasting through Trump’s term.
