I am not sure what Mr. Trump's area of competence includes outside of unconfirmed reports of him tying his own shoe laces. I am sure that these decisions are outside that zone and also outside his area of even pretended interest. People with access are coming to him and his functionaries with their wish lists. Trump's only genuine interest is getting paid in dollars or deference- preferably both.

This looks like a scramble to make some of the tariffs more acceptable to congress ahead of his "emergency authority" being inspected and modified by the Supreme Court.
