and it was my first thought, however the article indicates that the majority were South Korean nationals.
Even accounting for the odd Pablo and Juan on the maintenance staff that still doesn't explain @400 South Korean nationals or explain how they all got here and went to work without the proper work documents.
Again, I could be dense, but something seems off to me.

Hyundai probably contracts out for things like maintenance, janitorial service, and other low end support jobs.
