7. It also could be Austria?

They are in the EU, but not NATO. Their constitution has a neutrality law, passed in 1955, that says they cannot join military alliances ever again. However, lately they have made news in talking about joining NATO and they do participate in some peacekeeping operations. Not sure which side of their law this would fall under? Ok because peacekeeping or no because it’s a military alliance?

On edit: research answered my own question... Austria is a “observer”, but did not attend meeting. Also it’s not all -or just- EU countries. Full list of attendees are included in the ukrinform and yahoo articles below.

“Austrian Foreign Minister Beate Meinl-Reisinger announced that Austria has joined the Coalition of the Willing as an observer state.”
