3. There Has Been a Lot of Youth Crime This Summer

There's the ever-present ATV gangs that roll up the streets and put pedestrians at risk. There's the mobs of kids that are running around popular tourist areas like the Wharf, Navy Yard, and U Street Corridor causing trouble. Of course there's the usual "spray and pray" shootings where innocent bystanders are shot and killed.

Nobody is arguing that there's no youth violence in DC. However, the Goon Squads aren't concentrating on these areas. They're around the Federal District where the tourists are, Union Station, and harassing locals.
